It's sad that a proper description of a torture technique doesn't match up with the explanatory illustration. Who makes these things ?
Well, the proper technique can vary, and a different country, different people, can have their own way of doing it.
The only essential part of the torture, which makes it waterboarding, is usually gagging the nose or the mouth, then pouring water over face to create the overwhelming impression of drowning - or just pouring water in order to create this impression.
Everything else can be subjected to changes.
So-called sophisticated countries still use this barbaric torture.
