yes, it's RA2 concept. it's a chrono-weaponry thing.
If that were anything, I would say it is the Laser General's artillery vehicle. Pitty he didn't have one. Laser and Tank generals being forced to belly rush defense spams with tanks = lose.

This is Generals concept, not RA2. Generals didn't have Chrono or Prism weapons
