From what I've read the pilots supposedly don't enjoy flying the mostly automated hi tech plane as much as they do they older planes, and therefore the return rate of officers who wish to continue piloting f22's is lower than any other combat plane.
bobthedino is correct maybe in near futere they might not even need pilots thel stay in the ground and control planes in air (its just one of my thoughts)
