Version 0.8.6 brings a new item-gameplay harmony and/or cursed relation.
What does the "Cursed" attribute do?
You have to use the item to find out :)

Although, to be fair - the Cursed tag simply hides any negative traits the item has (for most items). Fickle Nature, for example, decreases your own building hit points when equipped.
It depends on the item itself: sometimes a drop in morale, or reversed vampirism - you must find out for yourself (if balanced with other items, it can be useful to get that +20 nature thing).

But we wont get a description of the negative side effect? If so, it doesnt sound like equiping a cursed item is worth the risk.
You're right: no description. There are just a handful of items like that (or less than that), were you may or may not take the decision of choosing an enigma.
In the following days we'll show other types of items to be used more regularly, perhaps they will be more "useful" too - it's really up to you if you wanna play safe with items, perks, campaign choices, etc.
This is also valid for the AI Hero, who will have a chance of having a big variety of items. Think it like an expansion of item categories.
Perhaps you could include a list of what the curses are on which item on library file ingame. Just a suggestion.
A lot of the items indirectly mention the effects of the curse in their description. The Fickle Nature item shown above is a perfect example of this.
Also the effects of a curse are only in play while you have the item equipped. Simply removing the item ends the curse.
The description at least hints towards the negative effects it might have, and afterwards you can experiment by equipping-unequiping, if you really want to know what the curse is. That's how I do it anyway.
Also, I believe these items are quite rare and therefore valuable. You can sell them off at a really nice price.
I take it the buildings are damaged or lower health by the description :P
