I do not get it.
It is a custom campaign or mission mod in where you can play as the Police or it is just a perspective hax that swithces the main hero to the Police models?
It is a mod where you can change your perspective to different characters in the scene. The picture up top is in a later mission where in a cutscene, Miller shoots two police officers. You cant play as the characters, just see what they see in a scene.
This mod is only for the scenes not playable.
