A survival shooter set in Central Asia after the end of civilization.
Offer suggestions here. Tier 5 is supposed to be some sort of great buff (the bullet time for instance was supposed to be there, but I moved it up or else it wouldn't fit in the image :/)
Huh... I'm not sure, some of them such as "Wound Regeneration" and "Unstoppable" seem a bit too unrealistic.
Dunno if you noticed the mutated spiders + big soviet robot but I appreciate your comment.
The Unstoppable perk only works when you're holding a PKM remember, it's to make the gun more useful as machine guns only work realistically in multiplayer games like DOD, or Arma 2 where you work as a team. As a lone wolf its a bit harder to implement so its enjoyable.
LOL yes, I guess I was thinking the character was in a normal person encountering the abnormal. perhaps some of those health related ones would be the result of entering those old labs, without proper protection. Though I think most side effects would be negative.
^Agree. Health regen on Unstopable should be reduced to +50%, resistance down to 25%. Unless the weps are rare/limited ammo of course.
Also, leader perks seem like they're more of a burden than a blessing
The leader perks are similar to how Rainbow Six works. You can tell your guys to hold fire/throw grenades when you command. If you know how to use your guys effectively it's very powerful.
I am sorry but I dont like the idea, it takes realism out of it and copies MW2 a bit too much.
Fair enough, although I'll add that these occur over the process of the game. You don't start the game with all this stuff. It's to balance the increased difficulty as the game goes on.
The final battle in Kantubek is this enourmous fight, if you're smart by then you'll either be a field officer running around with 8 squad members, wielding a PKM spearheading an assault, or a sniper hiding far away picking everyone off, climbing onto roofs to get better views of the city.

Who said that MW2 invented perks? MW2 copied from KF, and MW2 is crap to be honest.
There have got to be hundreds of games that use a system that's in any way similar to this. Frankly it's amusing that CoD would spring to mind first.
It's because it's the most mainstream/popular shooter game at the moment.
And agreed, it does suck, but black ops is even worse.
The -70% max HP on Leadership will be nerfed down to 30%.
High priority target will be reworked so you will be buffed from staying with team mates, but a penalized from staying away.

1.Universal: 1. Perk could be:
You gain 2-25% more ammo from the weapons of dead enemys
2. Boxing perk is clearly op.
extra melee speed and damage, and the ability to regenerate your life...

Put the heal effect on to slot 5 and say you regenerate up to 50% of your life.
I would be better imo if there were more perks that bring passive balances, that represent the expirence the player gets over time, like more accuracy or increased health, stammia, etc.
Remember that actually getting within melee range without being shot to bits is a superhuman feat, so if you actually DO manage to get a melee kill somehow you should be rewarded for it. As in you should be able to go on a short killing spree.
How about after a successful melee kill, you gain 2 or 3 seconds of invincibility but after that, you return to your old health. This would prevent people using weak enemies as free health packs.
Universal 4 could be
Reload Master
You can now reload while looking down a sight. Maybe a reload time reduction. (Great to use with marksman)

Good Eyes
Dark places are 15% brighter and eyes adjust 50% faster.
Fitness 4
Recoil?
All weapons suffer from 50% less recoil.
Weapon adjustments like recoil/fire rate should be saved for attachments, not player perks. There's no way to actually increase the brightness in source (other than gamma). Reload Master is interesting.
reloading while aiming down the sights sounds cool but in reality it would be down right awkward & nearly imposable.
It would be more logical just to have the player reload the said weapon faster as this would represent the shooters experience level with the said weapon. The more the player uses a said weapon the more proficient they become with it.
This can result in anything from being able to reload faster to being able to accurately aim down the sights faster

to even be able to quickly clear weapon jams in the field like stove pipe jams for example.
^^ (when a spent shell casing gets caught in the receiver in which case depending on the gun all one needs to do to unjam is to pull the bolt back a few times)
"Gunslinger +50% draw, reload and ironsights speed" should be changed to "-50%"
+50% implies that it takes longer to reload, sight and draw.

Um... not really. +50% means an additional 50% time. 50% on top of the usual 100%. That means that your perk's text says that the bonus is having 150% reload speed. That's slower than the norm.
I know what you mean, mate, I'm just helping you out here because the English in this design document doesn't convey your ideas properly because it is wrong. It's just a simple mistake I'm pointing out.
Technically he's right (JLea) he said speed not time... Increased speed, means less time :P
Universal:"Blood Lust"
Gives you 40% of movement speed, ability to wall jump and climb ledges, 70% extra damage with melee weapons and a small boost to your health when you are out of ammo.
Another one, if you want, put wherever you see like it would work the best.
"Last Call"
Gives you the ability to revive an ally who died in the early 4 seconds (if you are putting levels to perks, each level this goes up, the time would raise 2 seconds, like level 2 = 6 seconds, and there goes)

Are you taking suggestions for perk 5?
If so, Perk 5 for leadership:
command radio: allows the player to ask for one of three assets every five minutes (doesn't stack, max.1)
1. Limited Air Support: a Ka-29 helix TB (hinds are overused...) will fly to the target area, offloading its weapons into the target area (20 seconds firing, max 1 per mission)
2. Spetsnaz Incursion: a helix will fly to your position and deploy an allied spetsnaz 4 man fireteam (max 1 per mission)
3. Transport: call for a helix, which you can enter, which will deploy you within 200m of your next objective, then fly off. No turret/minigun/overwatch/rockets, just a way to easily travel from A-B, but also reloads your ammo
Or replace any of the above with suit deployment:
A helix flies to your target and drops an armoured suit for your protection

Spetsnatz would never be called in for support in such a manner. >> They are kill squads not fire support. Instead of spetznatz units it would be more logical for Russian Federal Army Paratroopers to be called in for such support missions.
Spetznatz sniper teams on the other hand would make more sense on the other hand as they would hang back & simultaneously & silently take out a group of enemies out in the open.
That or if its not limited by the source engine the player could call in designated Spetsnatz kill squads to clear out enemy held buildings for example. Again this would be done in a silent manner & thus it would require the Spetsnatz NPCs to have very very sophisticated AI that would most likely push the limits of what the source engine can do.
also Spetznatz teams usually consist of 5 man teams. That said there can be 2,3,4,6+ man teams but for the most part 5 is the norm.

I'm curious. What is the point of the "High-Priority Target" perk? It just seems to me that you're punishing the player for using followers in a "perk-tree" that focuses on using followers.
hmm, I have a perk idea:
Loner:
Increase all stats/ decrease reloding/aiming times by 25%
no longer able to have followers
I'm not sure how well this would work because i do not know what all of the stats are or how much of an increase 25% could have on the game

Universal Perk 1:
Stealth. Takes between 10% and 60% longer for an enemy to react to your presence in line of sight. If you leave their sight before then, they do not aggro.
Set the percentage as something long enough to move past small openings in cover, not enough to just run out and shoot everything.
Is this even possible? Would be nice for sneaking past doorways/windows if you don't have the equipment to deal with something right then.
I have an idea for level 5 Fitness...
Parkour
You have the hability to climb* walls.
*R&L Style.
Fitness 4 -> Soviet Trainer: Your speed is increased by 35%; your endurance is increased by 30% -- If so, you don't get hurt by cold enviroments at all.
Universal 1 -> Ancestor's blood: Fire based weapons are 50% more effective, explosive weapons are 40% more effective, you can stock -25% total ammo.
You can also change the Perks names to something more rusky, like "Leadership -> Red Officer" or "Survival -> Moscow Scavenger"
Will there be a "Hardcore" mode where you can play through without being tempted by percs? Because a lot of these seem like they would make the game too easy....well really all of them make it seem that way other than Field Stripping.
Also, Marksmen should be reorganized. 1.Field Stripping 2.Eagle Eyes 3.Gunslinger 4. Focused Fire.
Yeah. I was considering a hardcore mode where bullets in general are alot stronger, no perks + a slight free aim
Please implement that, if it's not too hard. I love my realism, and free aim is in "I-wanna-have-your-babies" territory. The bullet refraction, realistic RPG speeds and the works just don't go with the kind of game that rewards you for carrying a hulking HMG. I like freerunner, though.

Free-aim is were the gun isnt always centred as you look around. So as you move the mouse, the gun (and reticule if there is one) will move and turn but the camera wont until you reach the edge of the screen.

It would be great if perks was just an option, cause frankly it feels a little too phony for something otherwise so original/legit. Maybe you could have a ticker box in the options so you can keep this seperate from difficulty or aforementioned hardcore mode.
Here's one (no name; I'm not THAT creative):
A timed perk with a cooldown that toggles an effect that reveals(by means of a Left 4 Dead type halo) nearby enemies, goodies, and objectives through walls and smoke.
what about for fitness when you jump off walls or jump off a building and land on a guy and press the melee button you do a stealth kill and a cool animation, like a neck break.
If you need rediculous perks: you'll have to wrestle a bear. If you beat him, he will be your (only) follower and the bane of enemy scouts. ;D

Is this for multiplayer? Because I don't know how can a "one player limited" bullettime be achieved there... If not then it's okay, although some of this perks sounds a bit to tough on paper.
universal level 1: +10% magazine capacity
fitness level 4: running uses up 50% less stamina and you can jump a little higher. that or a limited double jump.
universal level 4: (would require a couple more additions to the game but might be worth it) ability to jury-rig weapons/ attachments at a workbench (eg magazine fed M203 grenade launcher)
