It won't run because:

- The PowerVR PCX2 hardware only has drivers for Windows 95 and 98
- Steam is not available for Windows 9X
- Half-Life 2 uses at least DirectX 7, the PCX2 HAL only kicks in for DirectX 6 and earlier games
- Direct3D doesn't really recognize SGL and automatically switches all blend modes to alpha blend (forcing the blend mode will get a unrendered, opaque black square with a texture on it)
