This is an older version of Hardman In The City, which can be found on ModDB (name is Hardman - In The City, ModDB doesn't allow me to post links). It seems to have a few incompatibilities with Steam but works fine on WON; if you're good at Half-Life editing you can fix the incompatibilities easily. Ask me for a patched version if you need one.
