Also, you can mod Deus Ex. It's a bit awkward at times, and the editor is infamously unstable, but it is definitely moddable. -- "lets say Portal is a puzzle game, so its a rehash of Tetris" |

Aye, market is a big factor too. You'll find the most popular mods are one's on game engines that most people have. You'll get a larger arrayof talent available for your project if you sue a popular platform as more people will be familiar with it. You'll also attract a larger fanbase. Go for something fresh, new and popular. You can mod engines like Source to do pretty much anything you want these days, its not the engine that limits your project, but your team's skillset.
