Really, how hard would it be to include a readme file telling novices how to run this?
Put the westhaven.bsp file in steamapps/common/Half-Life 2/hl2/maps folder. In this maps folder is a folder called "graphs"; put the westhaven.ain file there.
Enable console for Half-Life 2 and launch the game. Use console to select map westhaven.
Sky bloom is indeed a little distracting, but won't stop you from being able to play this nice little short level.
The sky graphics kept 'blooming' for me...difficult to hit higher up combatants.
