## Bug fixes:
* Eisenstadt starts under the control of Hungary in 1836.

## Map changes:
* Imported GFM province shapes in Mozambique, Madagascar, and Tanzania.
* Merged Rift Valley and Kenya states.

## Interface changes:
* Province selector decisions have been replaced by province selector events. When a province selector is built it will trigger a province event that contains all the old province selector decisions as options.

## Gameplay changes:
* Number of possible mobilized brigades is now always 100% of the mobilization pool and no longer dependent on standing brigade count.
* Literacy gain from literacy campaign buffed from 1% - (pop literacy/100) per year to 1% - (pop literacy/200) per year. Previously, a literacy campaign would give 0.5% extra per year literacy to a pop with 50% literacy, now it gives 0.75% per year to the same pop.
