I have a horrible feeling I am going to get my arse kicked when playing as Rohan, because I will be too busy focusing on building perfect, realistic-looking settlements that do justice to these awesome building designs instead of actually building an army!

this happen to me when I play as Gondor (imagine on the left of the screen a bunch of new buildings and settlements) ,with a few words a nice gondor city.. !!! So I agree with you mate ;)
if you want of course it would give a nice picture these rohan buildings to be guarded by mounted guards too :)

is there a difference between normal stables and royal stables? ie does this one produce the elite horsemen of rohan
In Rohan, all stables are royal. So no difference.
