Their hats are awesome. I assume that these will be the base "swordsmen" for Rivendell... Are they the first to use clubs in this role? (The other possibly being mordor)

It would be cool. But I think this is the best we can do for Halfling representation - a whole faction would be a bit too out-of-sync with what Tolkien wrote about them.

You're just associating 'hobo' with a common 70s/80s Hollywood stereotype where homeless people wore old clothes from a then-recently-bygone era (ie. the 40s and 50s).

That's just you, no reason for me to alter my design. We're basing the Hobbits' clothes on what Weta did before, and they gave Hobbits of status these sort of jackets.

Description

'The Bounders were responsible for policing the borders of the Shire and ensuring that outsiders behaved themselves. This was known as 'beating the bounds'. The Bounders was the larger of the two branches of the Watch (the other being the twelve Shirriffs).'

In AotR, together with Took Archers and Bree-land Townsguard, the Bounders make up the basic units in Rivendell, recruited from the Eriador Encampment.
