Is it possible to have double capital ships but not the fleet supply? I like playing with alot of capital ships but my dang computer slows down to a crawl with all the objects.

It's possible but I'm not sure if it will ever be released as a minimod.

If you don't mind getting a little dirty and doing this tweak yourself, it wouldn't be too hard to change the doubled capitalship and fleet supply minimod to do this.

1. Delete all files with "MaxShipSlots" in the minimod. This will get rid of the doubled fleet supply for most factions.

2. The Empire is the tricky part since they have the combined capitalship/fleet supply research ranks. You'll need to convert the data files in the minimod to a readable format. Then open the all the "EmpRank" research files in notepad and change the "ShipMaxSlots" line back down to standard values.

Another option for anyone not willing to play around in the files is to use Double Fleet Supply but use the small fleets option. I used to love using DFS and choosing the large fleets option. If I got into an early stalemate it became unmanageable late game. This option doubles your capital ship capacity and keeps the number of objects more reasonable.
