Simple .ltx file of two mods combo, with some improvements.
ChangeLog:
7. Add patch for Separated Helmets Outfits Backpacks.
6. Fixed some wrong existing section ID due to earier version of BaS: RPK16, DVL10.
Add missing section ID: KS23.
Version 4 now supports AR pack.
Changed part of AK's recoil model for reasonable expectation.
Differece between v4 & v5: ONLY recoil model value.
5. Version 5 out, and Version 4 still remain, see readme in zip file.
4. DLTX format seems not possible, only without BaS content it will be okay. Remove it if you downloaded DLTX version of this mod. Besides, nothing else changed in new file.
If you find method of making DLTX version, please send private message.
3. APS effect reduced, Deagle effect increased.
2. Tweak SMG, Shotgun and Pistol recoil effect for smoother viewing
1. Greatly decrease almost all weapons' screen effect as feedback is still "Violence"

Introduction:
Do you feel boring and tasteless with the weak recoil performance in vanilla game? And you were happy that you found a option named "Enhanced Recoil", then you turned it on and eager to try it out. SADLY, you have badly concussion because vanilla Enhanced Recoil rocked your head like Hurricane 2000.
More disappointing, your BaS gun did not have the effect even you had the option turned on, awful! "I must being waste my life." Thought that and unintentionally you find this page.
What's this Mod:
It mixes the following addons:
Less Concussion Risk for Enhanced Recoil
Enhanced Recoil for BaS
This Mod includes: Even less screen shake for comforting visual. Complement of BaS armory list.

Further, both of original addons are out-dated.
In Less Recoil addon, the ltx was unpacked & edited in earlier version of Anomaly. Some values are invalid and cause CTD, and camera effect still feels a bit heavy.
In BaS Enhanced Recoil addon, the author did not completely add BaS weapon.

File & Its Location: gamedata\configs\plugins\actor_effects.ltx.

MO2 is extremly recommended.
Compatibility:
1.Grok's Ballistic Overhual
It touched enhanced recoil either, but with unique format (similar to DLTX). No same file will be overwritten, but you need to pick only one enhanced recoil patch only. If you enable both of them, GBO will take higher priority.
2.Separated Helmets Outfits Backpacks
Very simple to merge, patch already included in latest pack.
Risk:
Use it anytime. Drag to bin anytime. 99.99% Safe and No Side Effect.
If you don't use BaS, it also doesn't matter, technically it will work normally.

The values were edited for few times. Now it shuold looks fine, at least for me.
If you already downloaded this mod, double check and make sure it's latest.
Also, you may consider some weapon's camera effect is still heavy / light, please reply to this comment, I will take a look.

Can I use it without BAS?
It shuold work even you don't have BaS, give it a try.
If you have issue with it, post your XRay log here and I will take a look, then I will consider making a vanilla version.
Please convert this to DLTX there's so many mods that edit this same file.
Personally so far I use heavy number of addons, and I didn't see any addon has conflict with same file.

Looks like you don't have BaS installed? See if No-DLTX version work. Either nor then I will make vanilla version of mod.

Ye, but someone already made this for old version (1.5), which of course conflicts with 1.5.1.
Grok's Ballistic Overhaul has its own added recoil as part of the mod. Normally that's enough to give a semblance of recoil on BAS weapons. But I also turn on the vanilla Enhanced Recoil option to add challenge, but as you mention it has little effect on BAS weapons alone.
I'll give this mod a try and see if it plays well with Grok's Ballistics Overhaul.
Ah, I have never use this mod before, I saw it long time ago, but it has conflict issue with some mods I use. except BaS, I remember it conflcts with other mods too.
If Grok's Ballstics Overhual involved Enhanced Recoil as well, obviously the same file will be touched.
I have no idea if the rest part of the actor_effect.ltx also have been touched in GBO, use Compare software, it can help you easily finding out.
DLTX version seems needed, but as you can see in sections' adding segment, I didn't find a way solving it.
My addon solves every conflict possible. If you omitted one, just tell me and I'll add a compatibility patch.
And yes, GBOOBS / GBO has an enhanced recoil for all guns including BaS ones.
If you want more recoil, just copy paste the enhanced recoil script multiple times, they will all trigger and will be additive.

And, this mod doesn't make weapon behaves more "accurate".
Enhanced Recoil is more like camera effect, yes it shake your head while you shooting, in that way you will feel harder to handle instead of firing more like with "Auto-aim" or "No Recoil"
Oh, maybe a misunderstanding there. I meant "accurate" as in, noticably increased than vanilla but was believable in his own experience.

Only decrease for lower level. Use any text editing software and find file's line 176, you will see short annotation.

Correct, but remember the number at the right side of colon can not be lower than 1.
And e value is not that effctive as s & r value, it mostly directs how the camera direction of movement's level is while you firing in automatic mode.
Check bolt action rifle's recoil model for detail, compare is your best friend.
