Just ignore line 11 in the "readme.txt". The NoBloom version is not necessary now, as it is already integrated in the option of RA3CFALauncher.

Although you can copy winmm.dll to where ra3_1.12.game is located to get the same effect, I don't recommend it. Because if you forget to remove it, you may have problems running other mods.
So even if you use "Strong Start" to increase startup chances of success, try not to do so.
Steam version generally doesn't have issues unless you use origin version, EA app is much more difficult to use now so... There may be issues.
The launcher will now be unavailable due to the steam version update.
Edit:After testing, the steam version is now completely unable to launch this mod due to memory limitations. It has nothing to do with the launcher.
I'm going to post in the steam review that I don't recommend it.

Also I can run the mod and other mods just fine it seems by using the exe from Github.com and patching it with the 4GB patch. (( On the Steam version ))
You're not using RA3CFALauncher or it's not working (it doesn't work with current steam version).
