What exactly does this mod do? There's no details here other than that it 'will solve the crash problem of the game'. It's not a mod, and it's not part of a mod (otherwise it could be included).

Like its description: This very little tool patches x86 executables in order to let them have 4GB (instead of only 2) of virtual memory on x64 platforms.
Because RA3 will load the mod file into memory, too large mod will make the RAM used by RA3 reach the limit of 2GB. Then if the 32-bit program uses 2GB of memory, the program will crash.
So this software will solve this problem, but it can only solve this problem.

Sorry dumb question but where do i put this file?
All you do is navigate to your RA3.exe file and choose that exe to apply the 4GB patch. It doesn't work as advertised but it may or may not work for you.
