When China had just begun to involve the Global War on Terror due to GLA's bold, high-profile attack, a deep yet short-lived cooperation was established between China and USA. During the siege of Balykchy in Kyrgyzstan, United States Air Force even supported Chinese troops by conducting carpet bombing operations. Undoubtedly the Chinese forces are satisfied with the outcome of such devastating fire coverage, with countless GLA ground clusters, fortified positions and critical targets vanquished in the grumble of heavy aviation bombs. However, as would be expected, the close relationship between the world's leading superpowers is not long-lasting. As Chinese forces marching towards Germany, Washington ordered the withdrawing of USAF support to PLAAF, including B-52 bombers, all affiliated assets and all related personnel. The “subtle” moving apparently caused considerable trouble to PLA forces in Germany, stimulating reformist Chinese generals to provoke the development of PLA's own strategic bomber. Since existing H-6 bombers are unable to carry out long-range heavy bombardment missions as B-52, one response to the appeal is the revival of H-8 project originated during the cold war. Once cancelled due to technological difficulties and insufficient budget in the 1970s, under the full support of Chinese reformist generals, the resurrected H-8 bomber now enters service in the new era's People's Air Force.
