This mod improves the Zero Hour game by fixing almost all bugs in the game, with tons of balances, improved AI, and many enhanced features. There are also additional stuffs for all factions and sub-factions including Civilians. This mod also including playable Boss General with fully functional AI.

An attempt to revive the cut POW mechanic from the beta version of C&C Generals.
Basic infantry can be upgraded with special weapons that allow to make enemy infantry surrender. Ranger's Flashbangs can be used to subdue enemy infantry, while Red Guard can have Stun Bullets, and Rebel can use Tranquilizer Darts after respective upgrades. These surrendering/subdued infantry then can be captured and turned into Prisoners by POW Trucks that are buildable from Detention Camp, Propaganda Center, or Prison depending on the faction. These captured Prisoners then can be ordered to enter said prison collection buildings to get certain perks. Each faction also have unique POW Truck compared to each other: USA POW Truck is more armored and can be upgraded with drones, China POW Truck has speaker tower addon, while GLA POW Truck is armed with machinegun for self-defense.
Originally, before the feature cut, the collected Prisoners meant to give you limited special power depending on the faction: USA will get the full-map reveal that is CIA Intelligence (which were repurposed in the final game as standard special power), China will get Defector special power that allows you to bribe any single enemy unit to your side anywhere, and GLA will get Demoralize special power that can reduce enemy firepower drastically (which has been repurposed in NProject Mod). However because it's no longer possible to revive such special power acquisition method, I will do something different for the collected Prisoners and the prison buildings. What it would be is still to be decided. For now, in this video I just made them turn into supplies once collected into the prison buildings.

in some mods the usa pow truck has a gun which shoots tear gas which can also subdue enemy infantry
They never meant to have any weapons though. Most likely those mods adding weapons to the POW Trucks as design choice.
I don't have any plan to give USA POW Truck any weapons, moreover to be able to subdue enemy infantry and making them can operate alone which is against their intended purpose. We got the basic infantry to subdue enemy infantry anyway.
Won't this just make infantry more of a liability if the advantage enemy gets from PoWs is great enough? Would be cool to have the vehicles sometimes spawn PoWs on destruction too, kinda like in Act of War game?
In this video they are just giving money for testing purposes, but in the final product they will have different reward depending which kind of prison building you send them.
There said, the rewards from collected POWs for each faction are still being decided to make sure they are fair enough, not giving too much advantages but still worth all the effort for capturing and gathering them to the prison buildings.
