Will these be exclusive to Psi Corps, or are they for all Epsilon?

It's for all Epsilon, otherwise I would've mentioned it in the title.

Description

Subroutine Delta, the latest intel reveals Epsilon's new naval addition, the Wraith Raider, showing their inclination to evolve and adapt.

It is a terrifying and versatile combat tool that supports Piranhas in the seas by shredding Foehn aircraft with its dual heavy AA gun, while also launching wide-radius psychic waves in a straight line towards enemies. These psychic projectiles consistently traverse the same length, causing heavy damage or eliminating any units they touch.

Although fully amphibious and highly mobile, the Wraith's design does not allow it to fire either weapons on the move or rotate its guns.
