Last Alliance: TW is overhaul mod to Shogun 2. This mod base on stories from Tolkien's books, concretely on wars Dúnedain and Elves against Sauron at the end of the Second Age. This still WIP, but is avaiable alpha with playable Akallabêth campaign ^^

What is the poly count of these models compared to vanilla shogun? And texture resolution vs. vanilla unit texture resolution?

Models and textures are better optimized than middle-tier numenorean outfit from current public build (v0.2.1).
Giving your preciselly informations it would be pretty long list, because every part of soldier has own texture maps (like in vanilla)
However, on your potato PC if you chose low settings then game will load models with lower amount of poly and will scale down textures

That is good to know, because it would be great if the mod runs just as good as vanilla. Since LA will feature more varied units and factions on the battlefield compared to vanilla it is important to keep them as optimized as possible. My fear is that LA does not share the fate of Rise of Mordor, Rise of Mordor becomes a stutter fest even on my super computer.

Rise of Mordor is mod for Attila and Attila in general has very bad optimization (works much worse than e.g. RII on the same PC), so it hard for modders to fix this. However, as I know they tried to optimized game better than in vanilla and for me RoM works enough good (compared with vanilla Attila).
Last Alliance is a bit more demanding for PC than vanilla Shogun 2, because use more elements for soldiers and better textures and it's obvious but because Shogun 2 has enough good optimized engine it's not too visible and mod works even on potato PC (I tested on my friend's laptop).
Every patch is testing on my PC on ultra settings (+ disabled shadows and resolution 1920x1080) and on this settings is made preview screenshots.
My PC it i5 3470, GTX 970 and 8 GB RAM.

I have an i7 10600K, 1660 Ti, 1TB Samsung SSD and 32 Gigs of RAM... and the mod runs perfect when setting everything on HIGH and medium unit sizes. But when I set everything to ultra I get stutters and it becomes unplayable when on 2 vs 2 multiplayer battles. But I also heard that Shogun 2 on ULTRA can be very unoptimized.

Disable shadows (it obvious for most Total War, because this option usually almost not affect on this how game looks, but affects very much on this how game works) and optionally change used shader in settings (Shogun 2 is strange in this part, and on some configuration works good on one shader and on some configuration works good on another shader) and Shogun 2 should works good on ultra settings and ultra unit size.

No, CA is really serious about copyright concerns and don't like having copyrighted materials and stuff based on or inspired by franchises like Lord of the Rings or Game of Thrones. This is why mods like seven kingdoms, rise of mordor, and Last Alliance are on Moddb.
