New update, this one has quite a bit in it, mostly bugfixes, but also some cool new features.
List of New stuff
- Now Prussia/NGF/Germany/Austria/Austria-Hungary/Danubian Federation have decisions which will allow the player or AI to release states they conquer from Russia in eastern Europe as puppets. It should help with the border gore there like when AI Germany conquers Lithuania, now they will setup a puppet Lithuanian state.
- To go along with this new feature mentioned above, the AI will now use the HPM decisions to return non-cores that are cores of their vassals, if certain conditions are met (They are a civilized country). So as an example, if Austria conquers and releases a rump Ukraine, and in a later war take another Ukrainian state from Russia, they will then hand it back to their vassal Ukraine
- In another effort to prevent common AI border gore issues, Germany now has a decision to give France back any cores it might have taken for them, in exchange for France losing cores on Alsace Lorraine (which France can later reclaim with certain conditions met)
- A few changes to how Absolute monarchies work, they can now use the "Dissolve Upper House" decision even with ruling party only, so they can pass social reforms, and because it makes sense for an Absolute Monarch to have the power to pass laws they want at the cost of militancy among the other costs of that decision. Absolute Monarchies can now also appoint Fascist Parties to be their ruling party, this was done because it will allow Absolute Monarchies in the very late game to start easily passing reforms if they would like to if they have ruling party only. It also makes some sense historically, because there are several examples of Monarchs working with, or having sympathy for Fascist movements, usually in response to the threat of Communists/Socialists
- Added a new additional option, similar to the "splendid isolation" one that locks the UK out of alliances other than historical ones until certain conditions are met, for Russia. This will prevents Russia from allying any great powers other than Prussia/NGF/Germany/Austria/Austria-Hungary who historically had alliances with Tzarist Russia during this time. This was added for a few reasons, firstly, Russia without this option activated will usually ally with France in the 1840's and then become involved in the Franco-Prussian war, and often the Prussians will then occupy large parts of western Russia, and cause the country to get stuck in pretty brutal Rebel spiraling, sometimes for the rest of the game even, resulting in less historical outcomes. It also was added because IRL Britain and France were deeply paranoid about Russian intentions in the Balkans, Central Asia, and the Middle East, this is why they joined the Ottomans in the Crimean war and it wasn't until the 1890's that they got over these fears and started to work together with the intention of containing the rising power of Germany.
- To go along with the above mentioned option, France now gets 2 new decisions to try and help them build an anti-German coalition after 1890-1900. The first is based on the "Russo-French Rapprochement" where in 1891 France promised loans and financial investments into the Russian Empire, in exchange for an Alliance against Germany, in game after 1890 France will get a decision to give the Russians £1,000,000 in exchange for an alliance, Russia is then given an event to decide if they will accept this proposal. France then also gets a decision after the Germans use a new decision they get (after inventing steam_turbine_ships) based on the "German fleet acts" which allows Germany to pay £1,000,000 so that for the next 10 years, they can much more quickly build ships to catchup with the Royal Navy. IRL these acts alienated the British from the German Empire, and caused them to grow closer to France and Russia, seeing Germany as their common enemy. In game this act will cause the UK to break an Alliance with Germany if it had one, and also ruin relations with the Germans. France will then get a decision to improve relations with the UK as they both are now Rivals of the Germans. To go along with all this and help the UK and France coordinate against the Germans, the strait (already in HPM but #'d out) between the UK and France has been enabled, so that the UK will actually send its army into France to help them fight the Germans, as they did in WW1
- The province selector can now be used to change the status of a state between a slave state and a free state, unless you have the "slavery debate" modifier, so that the USA can't just abolish all it's slave states in 1836. This will be useful for countries in the later game where you can pick which states you want to have forced laborers/slaves and which you don't.
- Added an additional option to enable socialist/communists in 1848, this is because the communist manifesto was publish in 1848 and I thought some people might like the option of playing a socialist/communists earlier in the game.
- Reconquering cores can now be added during a war to take your cores back from the enemies vassals
Bugfixes
- Fixed a major bug with laborer pops which was doing many things, such as them having no starting ideologies, and so becoming monopolitical after any event that changed which politics they had. This is why in previous versions you'd see areas with them being 95-99% liberal
- Fixed the Taiping being able to mobilize, which allowed them to usually win against the Qing, now they cant mobilize anymore, just like any other unciv, so the Qing should usually win as they did historically.
- fixed a bug with the CSA's "golden capital" decision which caused a CTD.
- fixed a bunch of smaller bugs found with the "Project Alice" validator
- The USA and Russia are still having their life ratings adjusted to try and reliably get realistic populations in 1936, this has been changed again in this update, and will probably continue to be a thing i work on until I get it right.
what's the new features?
I listed them in the description, for new options you can now have socialists/communists start spawning after 1848, an option for Russia to be diplomatically isolated like they were irl until 1890.
You can also change states between slave and free states, if you don’t have “the slavery debate”. France also got a series of decisions to encourage them to form the historical Entente against Germany. The AI will now also give vassals it has any of their core territory it conquers, assuming it’s civilized. There’s a few other things, like bug fixes.

Hello, I just wanted to say thank you for doing this project and keeping this game alive and improving it so much, I love this game and time period but I probably would not keep playing without all that you're mod does, I really appreciate your work
