Here is the birthing place of most UNSC ships. The Shipyard. Varying in size and general design, these factories can build ships in orbit around planets. While normally placed near an Orbital elevator, the shipyard can also be moved to build and manage ships elsewhere, due to it's large resource storage bay.

I just wanted to say it looks better with the upper and lower exterior plates the same width unlike in the drawing
That is extremely well designed, though nothing like this has been mentioned in detail in the Halo universe I think you have done extroadinarily well to produce something that fits so well.
Though this does not need changing in anyway perhaps sticking some form of blocky habitation module on would complete the human feel. Aplace where the shipyard workers sleep, eat, relax and talk to their families lightyears away... just a possibility.
We imagined the shipyard as being heavily automated rather relying on huge work forces, this fits into he canon-side of our balance plan in that the UNSC's war economy and arms manufacturing facilities are more advanced than the Covenants (As there is no reason so far to believe the Covenant are good with automation and the like, and that in Halo Combat Evolved it mentions the Covenant using "Sweat shops" to manufacture)
I feel it has enough bulk to house enough of a crew and work force right now given that nearly the entire back section is solid, and there is an extra section on the back you can't see in this render also on the back.

will it have any archer missile pods?
It's unlikely it'll be armed in any way due to it's non-combat role, how ever if we find it is overly vunerable to strike craft we may give it some minor PDS protection.
Uh maybe Stick the elevator In a hole at the bottem of the ship and it Disconnects when it moves (if Possible)
