This version adds the New Orleans class, Dominion-tech Galaxy, and a series of changes to Federation warp-in.

Federation
Warp-in mechanics changed. The Cooldown is now 2 minutes instead of 3, and slots are generated by Yards, tech labs, and Command ships instead of Chassis levels, as follows:
Antares/Eraudi/Experimental yard: +2 slots
SF Engineering/SF Science: +1 slot
Starfleet Command: +2 slots
Norway/Galaxy: +1 slot
Sovereign: +2 slots

Balance
-Large Uplink cost increased from 100/100 to 1000/1000. Cube/Tac Cube cost reduced by same amount.
-Adaption Matrix no longer required to build Large Vinculum, now required to build Cube
-Phaser Sentry footprint reduced from 5 to 4 squares
-Platform footprint reduced from 5 to 4 squares
-Chassis 3 research cost reduced 1200/1200->1000/1000
-Chassis 1/2/3 research times adjusted from 30/90/120 to 40/80/120
-Galaxy Veteran passive changed from Extended Engineering to Galaxy Refit: grants Flagship command and disable immunity
-Ambassador and Nebula variants changed from Cruiser to Battleship
-Sensor Nebula moved to center warp-in, stats increased and Command added
-Steamrunner and Descent require warp-in slots again
-Heavy Weapons Platform footprint reduced from 6 to 5 squares
-Defense Battery footprint reduced from 6 to 4 squares

-Added Dominion-tech Galaxy: has Extra Energy Stores passive (bonus damage vs buildings) and more torpedoes
-Added New Orleans to warp-in: Short range Destroyer with high Defense
UI
Mixed-tech refit buttons are now visible with multiple ships selected
