Don't swear probably maybe. The mod appears to be a short map that you run through the "developer console". I don't know why it's not in a mod form - that is easier to install and delete anyway, and why it's not an installer instead. The mod itself is just that you "escape" some "prison", that is by running insanely and killing everyone around. You can't kill the "citizens" because they are unkillable by default in Half-Life 2. By the end of the rampage, you meet with a white glass wall and nothing. You don't get any reward for what you have done or anything, which is quite saddening, I guess your reward was previously - slaughtering those enemies. It doesn't mean the level is bad though, it's sort of OK.
