"The Commerce Guild’s “Overseer-class” Light Cruiser was a design commissioned by the Confederate Navy in 20 BBY and produced at the Hoersch-Kessel Driveworks. Though originally intended to address the 'munitions gap' introduced by the arrival of the Victory-I Star Destroyer, the design was handicapped throughout the war by technical problems affecting its Vertical Launch Missile system and required a series of refits to fill its intended role.
With its teething problems handled, it’s resurfaced as a potent and little-known weapon of the Separatist Holdouts."
The Overseer gives the Separatists some much needed shield penetration capabilities in Remake 4.0, though that particular function won't last forever. For now, it's still a welcome addition for taking out tanky goliaths without a shield generator like the Secutor-class. The Light Cruiser packs an absolute haymaker on unsuspecting enemy forces while acting as a backline fire support, all while being fairly cheap.
This is the first of new Separatist designs that are appearing in the submod, but it won't be the last. I have to take off my hat for [GAoW] Kharak's friend and concept artist, AtolmAzel, who managed to make a CIS ship that looks the part while still expanding their design scheme. It's impressive work.

Oo that's a cool design the CIS kind of desperately needed some kind of missile unit for shield penetration.

Looks CIS-ish without the usual Quarren design. Also it doesn't quite look like a warship. My guess (without the description that is) would be, that someone retrofited some kind of armed freighter.
