When did he get his sword and when did arnor falled ?

He gets the sword at late third age and arnor fell around a thousand years later of the arrival of the Istari.
Im always wondering where were Gandalf and Radagast at the time when Arnor broke into three, yeah, the line of the sea kings of the north became proud and stubborn -so did gondorian ones, by the by- but why couldnt Gandalf, in possesion of Narya, prevent this downfall?
Btw, will this Gandalf get a new power, one replacing Glamdrings one?
