Technically CS Global Offensive is free-to-play, so a port to mobile isn't strictly illegal. It's definitely walking the line though!
I'm more curious as to which maps have been taken from CS: Source, since Source is NOT free-to-play.
The bigger question is 'why?', because I can't imagine playing Counter-Strike on phones with touchscreen controls is all that good of an idea... especially when you have to set it up using your PC, which should be able to play it far better.
All the most ordinary cards from CS:S for example dust 2,inferno (this is for very weak devices)

Update: Excuse me. Could you please give a detailed explaination on how to install this? - Also if it's a reskin + maps pack of Counter-Strike that is on Steam - isn't it illegal to reupload it this way?
1 Extract the archive to any folder approximately: /storage/emulateb/0
2 download CS16Client and Xash3DFWGS
3 launch Xash3D and click on the button select the path of playful files and make /storage/emulateb/0/CS1.6GO and then click select the current catologist.
4 click on run then exit and close the application and go to CS16clients and run CS16clients
