That's an Eastern Empire hero unit that's been in the mod since the Eastern Empire were created.
It's just like the European Galapagos Battle Fortress and the Hand of Legion, right?
In the nature it's a support device yes, it's like the Galapagos. The Iron Sky hero heli provides single-target iron curtain.
