Yes, that's unchanged.
Will there be a global limit on them, if I remember corectly in lore there are only 8 left in the whole Empire.
The lore on that depends on what's happening. In almost any given major battle in The Empire (especially The End Times), there's usually a battery of them present, with some being destroyed.
They'll definitely be very difficult to get, though, so ever seeing 8 together would take more effort and expense than what you're getting out of it.
I think in some Lore there's like only 12 of them right? Since the guy who made them died, ironically, while trying to build a 13th, which also destroyed his blueprints on how to make them.
They were designed by Leonardo of Miragliano and he was the only one who knew how to make them, 12 were built but by the present lore time only 8 remain.
Ok, from what I've read 8 remain and in big battles they use as many as they can be "persuaded to run for a single battle.".
Will they fire faster but do less damage? as a Steam Tank is generally a steam powered tank you know, and i expect them to be quite hard to destroy, so maybe to balance that, shouldn't they do less damage or maybe become slower, because you can get one steam tank and an entire army of black orcs, the black orcs get absolutely destroyed. Just an opinion/suggestion.
It's very slow. The biggest balance with it is just how rare it is. Losing one is going to hurt, and they're not invincible.
