Any way to make this, but for STCoP and outfits mod?
EDIT: If you don't want/have any time for doing this, what files should I edit and what values should I look for?

Since the author didn't respond, you just have to edit the trader.ltx file and trader specific files in the scripts folder (\gamedata\config\misc)
It's the "Trader_buy_condition" line. Fractional value. 1.0 is 100%, 0.5 is 50% and so on.
