It happens with most countries like when I play Serbia Montenegro ,North Korea , Syria , Iraq , Switzerland and I'm pretty sure a few other ones but also sometimes they don't even have Infantry Brigade or even Armoured Cars researched . Countries like China , Russia , Romania , Turkey and the rest of the bigger countries have Armies though.
