The file that control of all the setting for age of empire 3 is located at C:/ drives, so sometimes it has issue like this due to newer windows didnt give permission to update / change file (and the the fact the game launched before this windows version, it didnt recognize the new feature)
1. Try to run the game 'as administrator', give the game privilage of administrator, then change it normally,
2 . If nothing happen, then go to
"C:/users/username/my documents/my games/age of empire 3/users/"
Then open with notepad whichever ur profile name is
Find <Setting Name="optiongrfxres">
Then change the current resolution to whichever resolution of your choice
(Example : change
<Setting Name="optiongrfxres">1080 x 720</Setting>
Into
<Setting Name="optiongrfxres">1366 x 768</Setting>
Then save, and voila, your resolution has changed (this can also used to change other graphical setting like shader and texture, etc.)
Note : pls backup the original file 1st tho, in case something wrong.
There is 3 "users" folder, each one connected to different expansion, users is for vanilla aoe3, users2 is warchief, users3 is for asian dynasty, make sure you didnt choose wrong profile :p
