There're actually no mortarsynths (this is the one, the crab synths are the big ones walking on forcefield conveyors in Citadel in HL2... though the mortarsynths are there as well, but they are barely visible) on any WC mappack maps, so we don't know which maps they should've been on, and these ones on screenshots are, in fact, spawned with the console. But a mortar mech remains are mentioned in the train ride script so we can at least assume that they are part of enemies to be encountered in the Waste and the Old City ruins.
Or did you asked about the crabsynths specifically? well, I don't know then. I currently don't have plans to implement them and they don't have any decent AI.
