But most of you folks know me already.
Working to get HT into a release-able state has been an... Experience, to say the least. With limited time and a lot of improvisation, though, I think I can say we've got something made, now, that we can be proud of- and I hope you all will agree! The real applause, though, should go to our talented artist and our many brilliant VA's, who have brought Mike, Matt, and my writing to life in ways we couldn't have imagined.
This is a fantastic team we've got, now, and you guys are in for some real treats over the coming months!

Playable aircraft in the campaign will be from a selection of aircraft that make sense in the theater. No F-4 or -14, but I believe the F-4 is a planned starter aircraft in another campaign, and the Tomcat also features heavily in the future.

Perhaps some dubious individual would try, but I don't see that going well for them. Unlike something like Skyrim, with its massive, hard-to-moderate community, the VT community, both on Steam and here, is fairly small and tight-knit. I'd imagine any potential fraud would be discovered quickly, and dealt with accordingly.
Which is, of course, assuming that point is ever reached. It's only been a few days, and the foundation for paid modding gets shakier with each passing one. We'll see where this goes, but our stance isn't changing.

As for WCnews- I shot them an email about the project, but I've not really heard back from them, yet. They're probably busy folks, and it was a shot in the dark anyways, but time will tell, won't it? :)
You know, it occurs to me that restricting access to the template, yet freeing people up for private skinmaking, is a bit of an unnecessary step. I'm uploading a 1.2 version of the aircraft with the template included, so that you can make private reskins of the aircraft to your heart's content.
HOWEVER, the clause for public releases of said reskins on ModDB or elsewhere still stands- Just -ask- before you do!
Yes, the model was a paid commission, that Xpand was very gracious to make for me. I wanted to release the Rapier to the community for quite some time, now, seeing as it's a very unique aircraft that I felt would be a lot of fun in VT, especially since it's so woefully underrepresented elsewhere, and I was fortunate enough to have the help of the VTRP team in getting it out to the general public. :)

I don't really think there's anything unreasonable in asking for proper permissions, is there? We're not stopping people from skinning, just asking for communication in the event they'd like to do so. Just ask for the template, and, providing you're polite enough in doing so, there's no reason you won't get it. The only reason it's not publicly available is because, personally, this is something that our time and money was invested in, and as the result of our hard work, we feel it's only fair to ask that people respect and credit those responsible for the mod.
And second- You're right, your concern is completely legitimate. I'm trying to answer it as best I can, whoever's down-voting you is just being reactionary and silly.
Oh, mind you, these are only the rules for a PUBLIC RELEASE- if you want the template to make personal skins, it's absolutely fine, just ask!
As much as the idea of a million Idolm@ster edits and poor Razgriz knockoffs is... -appealing- to us, we feel that it's only fair to have -some- manner of creative control over something we and our friends have worked -extremely- hard on over these past few weeks.
We're not shutting down -any- skinning efforts, just asking that any would-be author speak to us first, as a matter of respect.
As Zaku's said, we're easy to reach, and we are, by no means, setting an impossibly high standard, here. I mean, Xpand is the author of the model, and look what he -just- released. XD
We must embrace our pain, and use it as fuel on our journey.
And updating now! 1.1 includes the last of the skin touch-ups.
Please do note, this is an early version of the addon, and lacks some mechanical details, such as intake and airbrake interiors. As I didn't feel it would have been right to tease you all with the plane for a few more days, I pushed for us to release it as-is, with 95% of the major details done, but there WILL be an updated version with those final details later in the week, hopefully!

ROKAF and PRKAF aircraft will be part of the respective F-16 and Fulcrum export packs, and we'll probably have Nork MiG-21s in a future pack.
(And also had canards, still. Yeah, SU-35 was a good call.)
