I don't understand the concept of this mod, as it is Terrorists vs CTs. But if everything is already destroyed, why would a terrorist bomb it? Where would a terrorist get hostages from, and for what reason?
If you're changing the TvCT aspect to fix this, it isn't Counter-Strike.
I think you should brush up on your mapping skills before trying to re-make a fairly modern game, everything is generally blocky and the texturework leaves a lot to be desired.

According to Facebook, I can type the alphabet in exactly 5 seconds. Meh.
Come now, you don't need coders for mapping. You can still make all the nice scenery and environments, the coder just needs to make it work. Same with models and textures, you could still make scenery and props for the mappers to use. Find a new skilled coder if neccessary.
