Not quite. Galaxy in Turmoil would have been a recreation of BF3 by Frontwire Studios, as opposed to simply finishing the already existing game. In addition to running in the Unreal 4 engine, GiT was also going to add a lot more features which Free Radical's game didn't have, such as models for characters from the EU. That's again a recreation and a separate project rather than finishing the original game with no deviation.
The closest thing to that right now is Luke Landwalker's project, but that won't be available publicly, if he plans on completing it at all.
Free Radical's BFIII had characters from the EU, afterall its story was set in the EU timeline. Asajj Ventress, Kol Serra, Rahm Kota, Night sisters, Durge etc. were all chracters from EU stroires and were supposed to be in the game and the models even were made.
What Galaxy in Turmoil did was enhancing graphics in general, like polishing the existing models further and improving fx and other graphical effects, fixing bugs of the unfinished game and finishing uncomplete parts of the code.
SO it would be a solid game in the end and still decent in the very least for the when the Frontwire studio would have released it.
