So each Hero will have unique technologies, these are Frodo's technologies.
I don't know for +attack but others fit's well
Indeed I'm pretty sure that Frodo never killed anyone throughout the entire story.
Didn't he kill a few orcs in Moria?
Sting is an Elf made weapon, so yes it makes since to have +attack
But Frodo is useless in combat.
Maybe that is why he can use stealth ;)
