As you know Ultimate very much reinvents slavery in Victoria so that nations can fully develop a slave-based colonial empire. If you add this cb to a war with one of those and force them to abolish the practice the country will be suddenly faced with the liberation of thousands, if not millions of slaves. Unlike slaves, these new citizens will have needs and political ambitions of their own which may deeply affect the nation.
The freed people should get some militancy to show how pissy they are their government was forced to do it.
