Now after the rain the road will be wet and shiny, for speeding the cops will chase! Also, suggestions and ideas you can write here!

There is no download link idiot. The mod was never released. If a mod says TBD as the release date then either it's a mod that has been started recently or much more likely it's not going to be released ever and has pretty much been abandoned and forgot about. Likewise to the moron posting above (who may also be you), if there is no downloads at all then this page is pretty much an announcement page and nothing more and they won't be posting a download at all.
