Devout followers of the witch king of Angmar.
thats a Rhudaur Bodyguard... i think thats looks far too elite for it too be Rhudaur!
i take it you want all rhudaur units to be brown and look like barbarians/vikings... not every unit can look identical to eachother... especially not the bodyguard unit, it should look more elite than the rest of the roster.
They may be the remaining numenorean blooded people of Rhudaur when Arnor splitted in 3 separate realms... this unit may be the missing link of why Rhudaur aligned with Angmar, using my imagination, they might got corrupted and became black numenoreans, which would have made things easier for the Witch King to conquer Rhudaur.
These bodyguards could be the "tamers" of Rhudaur's wild men, like Saruman does with the Dunlendings, or Khamul with the Easterlings.

Or Black Numenoreans from Umbar or Durthang, in the Witch King's entourage.
they are given their gear from the witch king of angmar, the most loyal to the witchking in rhudaur, they are rewarded with elite armour. in that of the witchkings taste.
