The Sundering: Rise of the Witch King is a mod for Medieval 2: Kingdoms and based around the fantasy world of Game workshop's Warhammer universe during the civil war between the Elves, the mod's campaign opens with the Death of Bel Shanaar in -2751 IC.
Gaen valley is protected by the mysterious maidens of the lost valley. It is known that every elven lady must visit this sacred place at least once in her life, and the maidens are responsible of guiding them to the oracle and keep male intruders away from the coast of the island. The path of ascent from the beach to the temple of mother earth is paved with the skulls of the intruders who dare venture into the lush jungle surrounding the temple. Not much is known about the rituals practiced these fierce maidens. They repudiate all the artificial, including garments and complex ornaments since they are linked to the hearth of Ulthuan.

So what we will be able to charge armies of naked people, one question WHY! Seems really stupid.
Throughout human history we find many references to naked or almost naked warriors, such as the Spartan soldiers. The movie "300" is not a historical reference, but you can find other reliable sources, and nobody took them for fools. But all that matters are the references of the fantasy world of Games Workshop, not your personal opinion, and in this world of Warhammer, the "Lost Vale Maidens" exist, and fight naked.
So yes, you can recruit stupid naked warriors.

Celts wore cloaks and pants, and chain or scale mail if they could afford it.
