Permission or not, its not a mod. Just a mappack using actualy contents from other mod. When the author understand what is 'create a mod', he understand the hard difficulty to MAKE A MOD. Not a stupid mappack without news things (just mapping)

As long as The Shift has its' own modification folder, it's own gameinfo.txt, it is a mod. Merely new maps or not, you're over-using the term "MAPPACK".

Plus, wouldn't it feel wrong playing Black Mesa, then playing a remake of one of the original add-ons with entirely different content?

Note for the Author: You should try adding new skins to the face creation system to add further variety to the characters, especially for Doctor Rosenberg.
