Afaik, yes. Theyre essentially spies in the skies. Good viewrange, very useful for guarding your fronts
Planes are basically agents that are really hard to intercept without aircraft of your own. Recon planes function as spies and have a very far view range but can only do recon. Fighters can attack other aircraft and can make raids on targets. Bombers can only raid targets, but they can do it far better than fighters can.
