My idea is to have an enemy commander which exists opposite the player, one who's stats, skills, and proficiencies are always about equal to the player, has a similarly capable ship, who has as many troops of comparable ability as the player does at any given time, and who's A.I. is always at the maximum difficulty level, regardless of what the player has it set at in the options. This commander would constantly hound the player, would be of whatever faction that's at war with you, can't be captured for long, and can't be recruited.
The point of this character is to counterbalance the player. As it is, it doesn't take long before the player character is so powerful that they can 1 shot everything with headshots and take down entire armies much larger than their own largely solo, and this Rival would help keep the player on their toes.
