Star Wars: Interregnum/E4X are separate mods that have compatibility mini-mods that allow them to work with Sins: Remastered and take advantage of it's new shaders.
E4X/Interregnum should be used with 0.93b. 0.93b was released shortly after Interregnum's compatibility patch which is why it references the 0.91b version but it has no issues with 0.93b and you should use the latest version with its fixes and other additions.
My guess is that you haven't got the mod folder extracted/installed correctly. Delete it and try again maybe. Also, you can run remastered itself to make sure it's working first before you enable SGR on top of it.
All you have to do to install it is open the zip file and copy the first "SinsRemastered-v0.93b" folder into your Mods-Rebellion v1.85 folder. Nothing more to it than that. Do not create your own folder for it and then copy the folder from the zip into it - stacked folders like that seem to be the most common way people muck up the installation.
I assume by "alpha 3.4" you are referring to Interregnum's current release. I think you're confused about how it works with Interregnum though. There is only one current version, 3.4, and it can be played with base shaders or the Remastered shaders (requires the E4X Re and INT Re patch mods). The gameplay and mod content is otherwise identical.
I have tested it with Interregnum and I must say the changes are amazing. Any chance it would work with Star Wars: Ascendancy without compatibility patch?
I'm afraid not. The textures themselves are a different structure/format and, while everything will load, it will definitely not look correct.
Other mods are free and welcome to incorporate or make compatibility patches for the shaders (I will even assist) but only a few have so far. It is a fair amount of work if just one person is doing a whole mod worth of textures. I don't know if Ascendancy has ever considered it or not though.

how about for E4X/Star Wars? there's .93 and .91, do they work together

Of course they're still necessary. I meant that you just use Remastered 0.93b instead now.
