After the big war which united the planet, the big congress decided to dissolve every crime in the planet. They built a lot of schools, they gave workplace to every people, and most importantly: no salary for nothing, no aid after children. They executed all of the known criminals immediately, without trial.
They used to be brutal, but the effect was beautiful : the sins left Folkwang.
Sadly, after the Goa'uld invasion this perfect society was destroyed.
Executed all criminals ? o_O Even those, who stole ice cream from shop ? That's really brutal.
They closed the prisons, but they not dissolved the police. And the stealing is only offence, but after a few "interrogation" every bad guy choice the good way.
