We can't. That's the sad truth of the tools unable to extract them in such format.
Actually it can be easily done. You just have to copy the VP6 file from Uprising which is in the data/videos directory.
i dont know if you can download the video from the official site
Currently, other mod community members have made some extracted assets working ingame. Yes, the video can now be used in later updates.
