Nice. You can use models from CSS. You can use for example traffic lights. It will look more like living city!
Surely if you use models from CSS you're again limiting the amount of people who can play this mod? I suppose a lot of people DO have CSS, but one of things that's so succesful about mods like Insurgency is that you can have any Source game to play it, not even Half-Life 2 if you don't want it!
Of course, current plan is use the CSS stuff, but its possible we will replace them with our own later, so its not 100% sure, if you will need CSS.

NO, i do not think you will need CSS because if it's base engine is any source sdk that any of the other hl2 mods require, and you don't have CSS, i'm sure the mod itself can supplement for those files.
however i have begun to realize that episode 2 is needed in order to play some mods which i think is ridiculous. that being said, orange box is the most recent/advanced version of source and you couldn't go wrong to purchase it.
