Raising the Bar is a mod based off of the idea of amalgamating the earliest concepts of Half-Life 2 into a coherent story. This mod is not a leak-fix, nor is it a concept art recreation gallery; it will be a full story with inspiration from the old material as well as our own ideas of how to make it all fit together.

I'm sure they would of furthered the weapons development if they didn't decide to scrap it.
I doubt it as due to the leak they had to rush to redesign almost everything. that's why the retail AR-2 OSPIR is way less detailed than its beta flare shooting counterpart.
The leak had very little influence on the developers, actually. Being late from several release dates already and still working on a heavily unfinished, extremely ambitious game made them cut out a lot of content.
